लेख्ने जमर्को गर्ने सबैलाई धन्यवाद
नेपालमा कृषि विकास र अनुसंधान
कृषि
विकास का तिन महत्वपुर्ण पाटा छन् । कृषि शिक्षा, कृषि अनुसंधान र
कृषि प्रसार । विकसित देशमा यी तिन वटै निकाय एउटै
छाना मुनि हुन्छन् । तर हाम्रो देशमा यी तीनवटा निकाय तिन तिर फर्केका छन् । कृषि
अनुसंधान र कृषि प्रसारका लागि जिम्मेवार निकाय कृषि मन्त्रालय अन्तर्गत भए पनि
अनुसंधान लाइ छुट्टै स्वायत्त निकाय बनाइ दिँदा अभिभावक विनाको टुहुरे जस्तो भएको
छ । कृषि शिक्षाको लागि जिम्मेवार मानिएको कृषि तथा पशु विज्ञान अध्ययन संस्थान
शिक्षा मन्त्रालय अन्तर्गत रहेको छ । देशको लागि कस्तो जनशक्ति चाहिन्छ, कस्तो पाठ्यक्रम बनाउनु पर्छ, उत्पादित जनशक्ति को भूमिका कत्तिको प्रभावकारी भइ रहेको छ भन्ने कुराको
स्पष्ट कार्य दिशा कृषि अनुसंधान र प्रसारमा संलग्न निकायले नदिए सम्म कृषि जनशक्ति उत्पादन गर्ने निकाय ले प्रभावकारी र उपयुक्त
जनशक्ति उत्पादन गर्न सक्दैनन् । नेपालमा विविध हावा पानीमा आवश्यक प्रविधिको विकास गर्न, कृषक स्तरमा देखिने
समस्या को प्रभावकारी समाधान पत्ता लगाउन तथा त्यसता प्रविधि को प्रभावकारिताका
बारेमा स्पष्ट पृष्ट पोषण प्राप्तिका लागि कृषि प्रसार निकायको भूमिका निकै
महत्वपुर्ण हुन्छ । कृषि अनुसंधान र प्रसारले जसरी कृषि शिक्षाको गुणस्तर वृद्धि
गर्न प्रत्यक्ष वा अप्रत्यक्ष रूपमा भूमिका निवार्ह गरेका हुन्छन् ठीक त्यही तरिका
बाट कृषि शिक्षा र कृषि प्रसारले कृषि अनुसंधानको गुणस्तर वृद्धिका लागि योगदान
पुगाइ रहेका हुन्छन् । कृषि विकासको मेरुदण्डको रूपमा लिइने कृषि प्रसारको
प्रभावकारिता त कृषि अनुसंधान र कृषि शिक्षाको प्रभाव कारिता विना कल्पनै गर्न
सकिँदैन । त्यसैले नेपालमा कृषि विकास रणनीतिका निम्ति गर्दै आइएका टुक्रे बहसहरू ले मात्र देशमा कृषिमा आधुनिकिकरण,
व्यवसायीकरण को योजना किमार्थ पुरा हुन सक्दैन । यसको लागि देशमा
कृषि क्षेत्रको उपरि संरचनामा नै ठूलो फेर बदल गर्नु जरुरी छ । कृषि प्रसार, अनुसंधान र शिक्षा एउटै निकाय बाट
संचालन गर्ने एउटा बलियो संरचनाको जब सम्म विकास गरिँदैन नेपालमा कृषि विकासका सबै
रणनीतिहरू असफल हुँदै जानेछन् । केहि दशक अगाडि भारत ले
अवलम्ब गरेको कृषि विकास तथा अनुसंधान प्रणालीको नक्कलमा नेपालको कृषि
प्रणालीको विकास गरिएको देखिन्छ । तर यो प्रणालीबाट कृषि को विकास असम्भव देखिई
सके पछि भारतले अहले अर्को प्रणालीमा गइ सकेको छ, तर हामी
वाहिर तिर असफल भइ सकेका मोडालीटिमै बसेर देशमा कृषिको विकास गर्ने असफल प्रयास
गरिरहेका छौ । यहाँ केही प्रमुख अन्तरिष्टय कृषि विकास
तथा अनुसंधान मोडालीटिको बारेमा चर्चा गर्ने प्रयास गरिएको छ ।

Researcher of the month: Rajan Ghimire
Rajan Ghimire, one of the diligent students from Institute
of Agriculture and Animal Science (IAAS), is among the few bloggers (click to find) in our
circle.
He completed his bachelor’s degree from IAAS in 2003 (major: soil science) and
subsequently his master’s degree in soil science from the same institute in
2006. Later he worked as an assistant professor of soil science at IAAS (2006-2009)
and won huge response from his endeavors. His master’s thesis entitled ‘Soil
organic carbon sequestration by tillage, mulch and nitrogen management in
Chitwan valley soils, Nepal’ succeed to produce 3 peer reviewed journal papers

Pesticide use in agriculture, our health and risk on underground water in Nepal
Our family was always
aware about toxic chemicals in our food because my mother who works in DADO
(District Agriculture Development Office) was well known about how farmers were
increasingly misusing toxic chemicals in the field. I remember her story about a farmer who friend handed her few
cabbages as a gift when she visited his farm. When she was passing by his field some workers were scrapping out
the outer layer of cabbage before they took it to the market. Good of her that
she suggested they could utilize the outer leaves to feed animals. But her farmer
friend replied instantly that the animals would die because of the pesticides without realizing that my mother had been carrying the cabbage gifts with her
probably felling little lucky that day.

You all know that we are working hard to bring our idea at a place for common discussion. We are happy that we have succeed so far for a bang start. But this is just a beginning. नेपालमा मोन्सान्टोको दादागिरी
बिउ उत्पादनको भिमकाय संस्था मोन्सान्टोको दादागिरी प्रयास नेपालमा प्रत्यक्ष वा अप्रत्यक्ष रुपमा देखिएको छ । सो कम्पनिले आम किसानलाई चुस्न र नेपालको जैविक विविधता तहसनहस पार्दै नेपाललाई कालान्तरमा मोन्सान्टो निर्भरता बनाउन उच्च पदस्थ कर्मचारीहरुलाई भ्रमण तथा भत्ताको लालसा देखाउँदै वैधानिक तवरमा नेपालमा दादागिरी मच्चाउन खोजिरहेको छ । यसको समयमा नै संरक्षण कर्मिहरुले सचेत अवरोध त गरेका छन् तर चोर बाटोबाट यो नेपालको संक्रमण काल र राजनैतिक नेतृत्वको यस विषयमा नजरअन्दाजका कारणको फाइदा उठाउँदै सक्रिय भने रहेको आभाष आम कृषिकर्मीहरुलाई रहेको छ ।

बारेमा अनुसन्धान गर्न कृयाशिल छन् । विश्वका विकसित देशहरु यसको प्रमुख कारक रहेपनी यस्को प्रभाब नेपालजस्तो विकासोउन्मुख देशहरुमा पनि
उत्तिकै पर्ने हुँदा विश्वका धेरै अल्पबिकशित देशहरुमा पनि स्वाभाविकरुपमा जलबायु
परिवर्तन र यसले पार्ने नकारात्मक प्रभाबहरुको बारेमा गहिरो चिन्ता एबम् चासो बढ्दै गएको
छ। जलबायु परिवर्तनले प्रभाब पार्ने बिभिन्न क्षेत्रहरु मध्य कृषि एक प्रमुख
क्षेत्र हो, जुन मानिसको प्रतक्ष जीवन निर्वाहसंग जोडीएको हुन्छ। प्रस्तुत लेखमा जलबायु

Eye on agriculture
Many countries are already developed both in terms of their economy and society, while others are rapidly striving to catch up. But here in Nepal, we seem to be tip-toeing towards a so-called developed and “New Nepal”. While our wants are growing, even our basic needs are not met. An example is the general neglect that agriculture has faced in a context of a growing desire for material wealth.
Cultivable lands in urban areas and suburbs are rapidly being split-up and plotted to raise concrete structures on them. The rural population is migrating to the cities while the youth is flockto foreign lands in search of manual labour, leaving the villages’ youth-less. Once cultivated green fields of paddy, now lie barren. Little knowledge is evidently dangerous. At the same time, ample knowledge is also causing the youth to leave their villages in search of skilled labour. An educated person shouldn’t work on the fields, they say. Meanwhile, the ever-changing governments are too busy shuffling about their papers to notice what is going on. There is a fuel crisis. There is a gas crisis. There is a water crisis. The whole country it seems is in a state of perpetual crisis. Forget catching up in the race to prosperity, we are steadily decelerating.

How could biochar change the fate of marginal soil in Nepal
Biochar is a carbon rich product that is produced by pyrolysis (heating in incomplete or partial
absence of oxygen) of biomass at relatively low temperature (<700°C). Normally, a forest fire exceeds 800°C and a simple visible fire is already nearly 600°C. Biochar is very light carbon product. Biochar
has been called Bio-Char, Charcoal (अंगार) or biomass derived black carbon, Agri-Char etc
according to purpose of use. However, biochar is different from other
because of the intention to incorporate in soil for agricultural and environmental benefits. Thus during the
production of biochar special care are taken to optimize plant beneficial
properties. It is also important to use the word ‘biochar’ in the scientific
world to have consistency in research work and standardize the product.

कृषि विश्वविद्यालय र चुनौती
चार-चार वर्षसम्म रामपुरको कृषि क्याम्पस पढेको कृषि विद्यार्थीलाई
भारतीय तथा अरु देशका मकैका जातहरु कन्ठ गर्न बाध्य पारिन्छ तर करिब १०० मिटर
दूरीमा रहेको राष्ट्रिय मकै बाली अनुसन्धान केन्द्रमा भइरहेका अनुसन्धानात्मक
कृयाकलापहरुको बारेमा जानकारी दिइँदैन। अनुसन्धान केन्द्रहरुमा अनुसन्धानकर्ताहरु
सरकारले अनुसन्धानको लागि पैसा उपलब्ध नगराएको निहुँमा घाम तापेर बस्ने परम्पराको अन्त हुन जरुरी छ। त्यसैगरी क्याम्पसमा पनि अध्यापनको साथ साथै
प्राध्यापकहरुको लागि खोजमूलक कार्यमा लाग्नै पर्ने नियम बनाउन जरुरी छ। कृषि
क्याम्पसले अहिलेसम्म राज्य प्रमुखदेखि देश विदेशमा प्रतिस्पर्धा गर्नसक्ने धेरै
प्राविधिकहरु जन्माइसकेको छ, तर हामीलाई नेपाली माटोसँग खेल्नसक्ने, गरीब कृषकका समस्यासँग आफ्नो
अनुसन्धानमुलक समाधान साट्नसक्ने र नेपाली कृषकका खेतबारीलाई आफ्नो अध्ययन तथा
अनुसन्धानको कर्मथलो बनाउने जनशक्ति चाहिएको छ।

Researcher of the month: Aditya Khanal
Aditya Khanal is relatively shy
but a lively figure. He completed his bachelor’s degree from Institute of
Agriculture and Animal Science (IAAS), Rampur in 2006. After completion of his
undergraduate with agricultural economics elective and a brief work as
socio-economist in LI-BIRD in Nepal, he is pursuing his further education in
applied economics in the United States. He Joined Louisiana State University
(LSU) in 2008, and then Virginia Tech (VT) in 2010 for his further education. Currently,
he is in his second year of PhD program. His current research areas include
production and development economics. He likes to apply econometrics and
statistics in economic assessment and modeling. His Master’s thesis, entitled ‘Adoption
and Profitability of Breeding Technologies on United States Dairy Farms’ can be
found here.

Jatropha(सज्जिवन): Future energy crop in Nepal needs more study
In the global scenario where the world is going through energy and climate crisis, use of biofuel as alternative source of energy is extremely significant. The demand of oil, key fossil fuel, is increasing continuously while its extraction and supply is declining. It is estimated that these crude oil reserves will be depleted within 50 years at the present level of consumption (80 million barrels/day). On the other hand, the increased greenhouse gas emission due to the intense use of fossil fuel is creating a serious alarm. Burning fossil fuel alone is responsible for 70% of greenhouse gas emissions. It is projected that the greenhouse gas emission from fossil fuel will increase by 50% by the end of 2030. All these conditions have enhanced the global interest in the use of bio-fuel for energy security and environmental benefit.

बौद्धिक सम्पति माथिको अधिकार (Intelectual property right) को सुरुवात आविष्कारलाई उक्त आविष्कारले समाजमा पुर्याएको फाईदा बापत छोटो समयको लागि उक्त बस्तुको उत्पादन, वितरण वा अन्य व्यवसायको लागि दिईने एकाधिकार हो। बौद्धिक सम्पति धेरै प्रकारका हुन्छन जस्तै सूचना माथिको अधिकार, ग्रन्थ स्वत्व, पेटेन्ट, ट्रेड मार्क, ट्रेड-सेक्रेट, डिजाइन राइट र बालि प्रजनन कर्ताको अधिकार आदि।
'ग्रन्थ-स्वत' (Copy right) भन्नाले लेख, लेखन, संगित तथा चित्र चलचित्रबाट बिचारहरुको अभिब्यक्तिमथिको अधिकारलाई जनाउछ। 'पेटेन्ट' (Patent) भन्नाले कुनै पनि नयाँ बस्तु वा व्यवासायिक प्रविधिको आबिस्कारलाइ बुझिन्छ भने ट्रेडमार्क भन्नाले कम्पनीको आधिकारिक चिन्हलाई जनाउछ। 'ट्रेड-सेक्रेट' ( व्यावसायिक गोपनियता) ले व्यवसाय सम्बन्धि सुचनालाई जनाउदछ भने, 'वाली प्रजनन कर्ताको अधिकार' ले नयाँ, फरक र स्थाई गुण भएको नयाँ र उपयोगी जात निकाले बापत त्यसको वितरण र उत्पादनमा दिईने अधिकारलाई जनाउंछ।
मकै र आलुको नेपाल यात्रा
इतिहास यस्तो चिज रहेछ जसको जानकार हुनसके हाम्रो आम मानसमा रहेको अनेक अन्नुतरित प्रश्नहरुको उत्तर मिल्ने रहेछ। इतिहासको ज्ञान बेगर हामी सधैं जीवनक्रमको सानो कालखण्डमा सिमित हुने छौँ र समाजमा ज्ञानको अभावमा उब्जेका अनेकौं भ्रन्तिहरुमा जिउन बाध्य हुने छौँ। संसार सधैं यस्तो थिएन है भनेर पनि जान्नु अति नै आवस्यक हुन्छ, किनकि हामी भन्दा पहिला अनेकौं पुस्ताहरु यो संसारमा बाँचेर बिदा भै सके। आज हामीले अनुभव गरिरहेको समाज र यहाँको चाल-चलन संधै यस्तै नै थियो भन्ने सोच्नु मुर्खता हुन आउंछ। यसै कुराको उदाहरण स्वरूप लेखिएको हो यो खेस्रा।

Why it is important that you share your knowledge and ideas with us? Simple: because we are accustomed to understand you better and for us you are the best person to collaborate with, whether you like it or not. It must be hereditary from our pre-successor that we are poor communicator. We have life changing ideas stuck in our heads and they are never going to be published in any of the world’s Journal. Calm down!! they are never going to publish it. That comes with a cost because we are never going to know it. OH MY GOD!! you do not believe that you could be carrying a life changing ideas inside you? This eats me up. In many occasions, we underestimate our intellectual standards and the leadership quality. Such an ignorant person we are, we become discontent finding ourselves at a receiving end. Still we wish to satisfy? There is no way to satisfaction unless we switch from being merely a follower to a path finder.
Well, the good news is that we are all just unsuccessful communicators working vibrantly in some extraordinary projects, with brilliant ideas. Who would not hire you? And why, should you never confine yourself to a geological preference. Now, when we have confirmed that we just lack communication with each other, we thought to come up with this blog where we share ideas, post problems and find a better place for discussion and conclude. We may ask personally for you views, we may come up with Skype talks with some of you, we want to select you as person of the week and write about your work and how it may affect our country etc. We may help to bring those life changing ideas from your head in scratches to the enthusiast for more discussion who, if not you, may make it happen. We are trying to create a wave across our intellectual community so that we can find a relatively common place for discussion about agriculture with implication to Nepal. We are aware that our country is not in good condition to support agriculturist and agriculture. Ironically, the basis of Neplaese prosperity lies in the very agriculture. Thus, it is our responsibility to unite ourselves and try to take most out of what we are left with. Ideas will make the country better place. You are the crucible of ideas. You know we are searching revolutionary one. Enjoy sharing.
